Probably discarded fishing line, my job brings me into contact with many such birds. Can you do anything about it - no, the angling lobby is large and powerfull and their members can do what they want; including leaving fishing line, empty beer cans and lambert and butler packets where ever they choose.
No idea how it happens but I had a Starling in my garden during the snow that had the same problem.
